September 2021 minutes
Sturton by Stow Parish Council met on Wednesday 1 September 2021 in the Village Hall at 7.30pm, chaired by the Chair Cllr Gilbert. Present: Parish Clerk, Cllr Christie, Cllr Hoyland, Cllr Hawke, Cllr Taylor, County Councillor Butroid and members of the public.
- Recording of Meeting
It was noted no one was recording meeting.
- Apologies - Received and accepted from Cllr Pickering and Cllr Price.
- To receive declarations of interests in accordance with the Localism Act 2011 – None.
- Co-option of new councillor
Mr Cook was introduced to council. Proposed by Cllr Hoyland to accept as new councillor. Seconded by Cllr Hawke. All agreed. Mr Cook signed the Declaration of Acceptance of Office and was welcomed onto the council.
- Meeting opened to the Public at 7.33pm.
Thanks passed onto the council for helping with the issue of the defibrillator from the Village Hall committee.
A member of the public reported cats eyes missing from Saxilby Rd down toBransby Crossroads and overgrown trees on Saxilby Rd.Also issues with a manhole cover outside his property.
A member of the public from Medway advised council that Highways have been trying to access the piece of wasteland at the end of Medway to repair some gullies and there are issues of ownership (it was previously owned by a builder who has now passed away).Clerk to take matter up with Highways.
Cllr Butroid reported that the parking issues outside the Co-op have been reported to the Chief Executive with bollards being a possible solution.

Cowdale Lane widening-reported
Trees opp Fleets Rd junction-Clerk advised she has asked Highways Officer Steve Hudson to look into.
Parking near Co-op-Update already provided by Cllr Butroid.
Overhanging roof Ashfield footpath-Footpaths Officer advised no further works proposed here by LCC.
Footpath Stow Park to Sturton overgrown-Clerk to check with contractors this is being cut and area to be visited as cut should have been completed.
Ruts on The Glebe-Works to be completed this month.
Annual assessment of trees-Awaiting a provisional quote as to cost.
Concerns from Rec Field due to number of trees (around 60). Areas are zoned for priority and risk and some trees would not require attention. Awaiting quote, as above.
Condition Rec Field- Cllr Christie advised she has not yet had meeting.

Manhole near Co-op-scheduled to be repaired
OSR cleaning risk assessment-In hand with Cllr Pickering.

Councillor emails-Clerk to meet with Cllr Price this month.
LCC Treescape scheme. It was noted that the Rec Field do not want any more trees. Poster to be placed at The Glebe to advise residents of the 2 new trees, which are not due to be planted for several months yet.
- Correspondence received-General correspondence circulated along with police report and confirmation from developers that whoever purchases the new house alongside the Fleets Rd t o Ashfield footpath will be made aware in their deeds that their boundary includes the trees running parallel to the public footpath.

£376 CIF funds for new sand bins
It was noted an invoice has been received from Rospa for the playpark inspections for £384.50 plus vat. Proposed by Cllr Christie to pay. Seconded by Cllr Taylor. All agreed. It was agreed not to purchase the inspection sheets at £30 per site. Further training to be looked at, Rospa have no local venues and cost is £285 per person.
It was agreed Cllr Pickering to put together maintenance plan.

- Jubilee Wood Update
Mr Bole not able to attend due to ill health. However, Saxilby Nature Project had expressed an interest in helping out. Cllr Hawke to speak to Mr Bole to advise. It is hoped to have a draft Management Plan for the October meeting.
- Village Hall defibrillator
Clerk advised Co-op have expressed an interest in helping. Proposed by Cllr Taylor to apply for the WLDC scheme costing £400 and then £100 per year. This scheme means all maintenance/responsibility is with WLDC. The £100 per year covers all parts. Seconded by Cllr Hoyland. All agreed.
It was noted this may not be needed if the Co-op agree to purchase or could part fund scheme with the Co-op or maybe have 2 in the village.
- To discuss village hall hedging alongside St Hughes Terrace
It was agreed to send letter to affected residents for their views on removing the hedging down to the entrance to the playpark and replacing with fencing.
- Remembrance Day arrangements
Agreed this year to not parade, but to meet at cemetery and not to have refreshments at Village Hall afterwards.
- Remembrance Day Risk assessment
Risk assessment agreed.
- Best Kept Gardens update
Winners not yet notified. It was agreed to contact the Show committee to see if the presentation could be held during their event. Waiver to be signed by winners/runners up agreeing to their names/addresses being used for the sole purpose of announcing the results of the competition.
- Walkabout summary
Cllr Gilbert and Cllr Christie to visit areas for hedge cutting and contact residents.

Agreed to get as many organisations from village involved with a working party.
Clerk to contact Stow if they want to be part.
Ideas: fun day, craft stalls outside houses, evening fireworks/hog roast, and lighting of beacon.

Proposed by Cllr Taylor to send letter of support. Seconded by Cllr Hawke. All agreed.
- Planning applications
i)143538 Westwood Farm, Westwoods-removal of existing outbuilding and erection of new butchery
Comments re low grade asbestos in outbuildings.
ii)143542 Rectory Farm Stow Td-conversion of barn to form 1 holiday let
Comments stay as holiday let with maximum 28 day occupancy. Like to see ecological report and Protected Species survey.

Planning App 143592 Land off Tillbridge Rd-non material amendment, revised design to Plot 3 to incorporate roof lights, gable doorway and juliette balcony.
Comments re 3 storey out of character, light pollution from depot, noise echo off side of house for residents to west.

i)It was noted Gemma Clarke has stepped down from the newsletter. Trudy has placed notice in current edition looking for another helper.
ii)PC website maintenance to be placed on agenda
iii)Latest Lalc news has training dates for new councillors/refresher to existing councillors
iv)The PCC have enquired if the council would look at helping with purchasing new seat for cemetery. Clerk to look into funding.
