April 2021 minutes

Sturton by Stow Parish Council met remotely via Zoom on Wednesday 7 April  2021 at 7.30pm following the Annual Parish Meeting,  hosted by Chair Cllr Dennis Taylor.  Present:  Parish Clerk, Cllr Pickering, Cllr Christie, Cllr Butroid, Cllr Hawke, Cllr Gilbert, Cllr Hoyland.

  1. Apologies for absence and reasons given.  -
  2. To receive declarations of interests in accordance with the Localism Act 2011 – None.
    1. To approve minutes of previous meeting

Item 12 “doing” changed to “going”  Proposed by Cllr Gilbert to accept following this amendment.  Seconded by Cllr Hawke.  All agreed.

4.  Matters arising from minutes

Fleets Rd, planning issue- Cllr Butroid following this up.

Streetlights junction High St/Tillbridge Rd- investigation works being carried out

Flooding drive Tillbridge Rd- No further action

Jubilee wood hedge/gate-  complete. 

Replacement electric cabinet and works- Mr Moore advised due to him not being able to supply safety certificate he would not be doing repairs.

 Bus sign Saxilby Rd broken- clerk to chase

High Street block paving- reported.

BT Fibre-zoom meeting being arranged

Dog bin lid rusted The Close/High St-replaced

Tillbridge Rd sign relocation-requested

Bolts on play equipment The Glebe-done

Dyke clearance behind The Glebe-matter to be discussed next month due to contractor increasing quote.

Parking around Co-op- police advised

IDB send letter re Manor Farm Drive dyke-clerk to chase

Proposed by Cllr Gilbert to pay the grant to the Horticultural Society.  Seconded by Cllr Butroid.  All agreed.

 

8.       End of Year summary 20/21 summary –  April 2021 summary

Proposed by Cllr Butroid to pay.  Seconded by Cllr Christie.  All agreed.

 

9.         Financial Regs-to agree to amend  Item 11.1 – expenditure below £500, as long as deemed value for money, no further estimates required  

Proposed by Cllr Butroid to expenditure below £800.  Seconded by Cllr Christie.  All agreed.

 

  1. General maintenance issues

Ruts in The Glebe grass.  Cllr Christie approached 3 companies.  One quote received with 3 options.  After much discussion it was agreed to send letter to residents in area advising of situation and to advise if situation does not improve by 3 months time, the council are looking at placing bollards in the area.

Cllr Christie again expressed her concerns re the trees down the Ashfield public footpath, wanting to ensure that the trees are included in the property boundary.  Council to investigate what they can do re establishing true boundary.

 

11.  Jubilee Wood-To discuss future options for the wood

       After some discussion it was proposed by Cllr Gilbert to set up a management committee with   

a rep from the Parish Council.  Seconded by Cllr Butroid.  Cllr Christie abstained from voting.  All other councillors agreed.  Standing Orders to be sent to all councillors for discussion next month. 

 

12.  Risk assessment OSR Cleaning

Deferred until next month.

13.  Renewal of British Gas contract

Proposed by Cllr Gilbert to renew for 3 years.  Seconded by Cllr Hoyland.  All agreed.

 

14.  To  agree statutory declaration re registration of Rec Field land

Proposed by Cllr Gilbert to accept.  Seconded by Cllr Hawke.  All agreed.

15.  Risk assessment review  General Maintenance/Litter Picker

Item 11 altered to as long as someone is advised their working hours.  All agreed to both assessments following this amendment.

 

 

16.  Newsletter-to discuss advertising/supporting local businesses

Clerk advised editor had now decided not to pursue this.

 

17.  Visual improvements to village-flowers/bulbs

Deferred until sept/oct for bulbs.   Agenda next month to agree summer flower expenditure.

18.  Insurance renewal schedule-circulated

All agreed.

19.  To discuss amendments to grant policy

Clerk to make amendments and circulate.

20.  Planning applications

i)142462    Land rear of 11/13 Tillbridge Rd-erect up to 2 dwellings

Objections:  Increased traffic, loss of privacy, problems with entrance/egress, change character of area.  If agreed limit to 2 dwellings, single storey with no permitted development.

ii)142640   Badgers Rest, School  Lane – add first floor and two storey extension

Objections: overdevelopment of site, too big for area, no meaningful amenity space, 2 existing buildings not shown on plans.

 

21.            Other Planning Matters

142337  Land rear of 15 Tillbridge Road-1 dwelling, revised site location plan.  No comments.

 

22.            Items to be noted or dealt with at next meeting

i)Cllr Butroid advised that Highways were not adverse to tree planting on grass verges, following a complaint re parking on verge Eastfield/Upper Close.  Item to be discussed at council next month.

ii)Walkabout to be organised for May.

iii)The continued problem of parking near the school was mentioned.  Cllr Butroid is following this up with Highways.
