March 2021 minutes

Sturton by Stow Parish Council met remotely via Zoom on Wednesday 3 March 2021 at 7.30pm hosted by Chair Cllr Dennis Taylor.  Present:  Parish Clerk, Cllr Pickering, Cllr Christie, Cllr Butroid, Cllr Hawke, Cllr Gilbert and District Councillor Coulson.

  1. Apologies for absence and reasons given.  It was noted the Cllr Banham had offered her resignation.

 

  1. To receive declarations of interests in accordance with the Localism Act 2011 – None.

 

  1. To approve minutes of previous meeting

Item 4 Meeting re Flooding “she would email Paul Brookes” amended to “he”.Proposed by Cllr Gilbert to accept following this amendment.Seconded by Cllr Hawke.All agreed.

  1. Matters arising from minutes

Fleets Rd, planning issue- Cllr Butroid following this up.

Map of responsibility Twitchell being drawn up-completed sent to Cllr Gilbert.

Ruts The Glebe grass-.Cllr Butroid following this up.

Meeting re flooding- Clerk advised that IDB could not take enforcement action as there are no signs of an obstruction, but could send information to residents advising them of their responsibilities.  Council agreed for this to be done.

Streetlights junction High St/Tillbridge Rd-Highways are pursuing the repairs with Northern Power

Flooding drive Tillbridge Rd- Cllr Butroid looking into this.

Jubilee wood hedge/gate- nearly complete. 

Replacement electric cabinet and works- Update to be obtained from Mr Moore.

 Bus sign Saxilby Rd broken-.reported again.

FP72 bridge in need of repair-Site has been visited, no action to be taken at present.

Village handyman-not currently working due to pandemic

Trees overhanging light Ashfield-cut

Potholes 9-13A High St- not urgent, no action to be taken.

School Lane house extension-WLDC advised the works is within permitted development

High Street block paving- reported.

Bt Fibre-zoom meeting being arranged

Reg of rec field land-Information required provided by rec field committee collated and forwarded to solicitors.

Dog bin lid rusted The Close/High St-reported

 

  1. To amend standing orders 3(x) length of meeting currently 2 hrs to 2.5 hrs.

Proposed by Cllr Gilbert and seconded by Cllr Hoyland.  Votes for 5  Votes against 2.

District Councillor Coulson gave an update on the issues dealt with on the various committees with WLDC that she sits on.  Meeting closed to public at 8.10pm.

 

Cllr Coulson then left the meeting.

General correspondence plus:

Email from resident re condition of roads at Bransby

Request from Fossa for  Easter Trail around village- agreed

Thanks from Village Hall and Fossa for additional monies from Small Business Rate Relief Fund.

Email re information on historical petrol stations in the village.  History Society and 2 residents’ contacts sent, with agreement.

Proposed by Cllr Butroid to accept.  Seconded by Cllr Christie.  All agreed.

It was noted that the litter picker is currently not working due to a health issue.

Horticultural Society Grant 20/21 £903.50-Proposed by Cllr Christie to pay.  Seconded by Cllr Gilbert.  All agreed.

d)Income received:  OSR Hire £120

 

  1. Accounts summary –Proposed by Cllr Butroid to pay.  Seconded by Cllr Pickering.  All agreed.

 

  1. General maintenance issues

i)New Tillbridge Road name sign to be requested on The Plough to avoid confusion as to where Marton Rd ends and Tillbridge Road begins

ii)It was noted there had been an increase in litter.  To look at doing village pick once restrictions are lifted.

iii)Cllr Butroid to speak to Highways re continuation of footpath from Saxilby Road to Bransby crossroads

iv)It was noted some bolts were still missing on the play equipment on The Glebe.  Replacements to be sought from manufacturer.

 

  1. Update on dyke clearance behind The Glebe and to agree next steps

It was noted that the contractor awarded the contract has now withdrawn his tender.Proposed by Cllr Butroid to go to the other contractor, DWG Groundcare, who had submitted a quote of £400 plus vat.Seconded by Cllr Hawke.

Votes for 6Votes 1 against.

It was agreed, if he can do the work to ask that he confirm in writing that he has liaised with the landowner as to when the work can be done and also what is going to be done with the spoil.If he is accessing via the footpath, again what is being done with the spoil and if the footpath will be blocked for any length of time.

 

  1. Invoice Rec Field for Rospa report

Proposed by Cllr Christie to charge £50 as per last year.  Seconded by Cllr Gilbert.  All agreed.

 

  1. Risk assessment OSR Cleaning

Deferred until next month once clerk has established what substances are used by the cleaner so a COSHH report can be drafted.

  1. To discuss amendments to grant policy.

Deferred until next month so comments can be collated.

 

 

  1. To discuss CIL money expenditure-litter bins available from WLDC £250 plus vat

Locations agreed:

i)New large bin village green where phone box was-existing one next to noticeboard near Rectory Park

ii)New large bin near seat on Queensway-existing one destroyed

iii)New large bin at entrance to Rec Field-existing one on corner of Marton Rd/High St on lamp post.

 

WLDC to be contacted to arrange site meeting to agree locations.

 

  1. To discuss Annual Parish Meeting in April

Clerk advised new councillors of what the meeting entailed and that future meetings from 7 May 2021 may be face to face meetings.  Village Hall to be contacted to check availability of the hall.

 

  1. Jubilee Wood-to discuss future options for the wood

Cllr Christie gave a brief history of the jubilee wood land and advised council she would like to see council leave the contract with The Forestry Commission and look at renting the land out,

It was noted this item has been agreed to be an agenda item for next month.

 

  1. Planning applications

i)142337 -Land rear of 15 Tillbridge Rd-erect 1 dwelling.  Comments returned re overdevelopment, loss of amenities for neighbours, if granted single storey.

ii)142405-12 Bradway-single storey rear extension-no comments.

ii)142467-Rectory Farm-first floor rear extension.  No comments.

  1. Items to be noted or dealt with at next meeting

i)Cllr Gilbert advised of the inconsiderate and dangerous parking around the area of the Co-op.  Clerk to send photos to local policing team.

ii)New bank signatories agreed.
