October 2021 minutes
Sturton by Stow Parish Council met on Wednesday 6 October 2021 in the Village Hall following the presentations for the Best Kept Gardens/Business Premises which started at 7.15pm. Results of the competition as follows:

Meeting chaired by the Chair Cllr Gilbert. Present: Parish Clerk, Cllr Christie, Cllr Hawke, Cllr Taylor, Cllr Pickering and 6 members of the public.

It was noted no one was recording meeting.
- Apologies - Received and accepted from Cllr Cook and Cllr Hoyland. It was noted that Cllr Price had offered his resignation.
- To receive declarations of interests in accordance with the Localism Act 2011 – None.
- Meeting opened to the Public at 7.28pm.
Several residents complained about the condition of the new footpath on Fleets Rd.Council advised they are aware and the matter is being investigated by WLDC Planning Enforcement.A resident from Medway asked for an update on the overgrown land and gulley clearance.It was noted that Highways have issued job number for the land to be cleared so access could be gained to the gulley.
A member of the Village Hall committee raised concerns re the new grant policy on behalf of the village hall.
A resident asked council what they were doing regarding the parking outside the Co-Op and opposite the junction.It was noted that the council are doing all they can and urged residents to report any issues themselves.
Clerk advised she would contact Highways on behalf of a resident re bollards/manhole repair outside their property which has been there since July.
A member of the youth club went through their grant application.

Minutes from the Village Hall and Rec Field circulated.It was noted that Men in Sheds now have 2 containers.The Youth Club are continuing to do well.

- General maintenance issues
i)Lampost junction Tillbridge Rd/High St out

iii)Ashfield dyke-culvert still not fitted
iv)Hedging footpath The Close/Fleets Lane-It was noted this had been cut.
v)Cleaning of Bus Shelter Saxilby Rd-It was noted this was not a PC bus shelter, but it was agreed to get handyman to clean
vi)Request from resident for litter bin towards end of Saxilby Rd-WLDC to be contacted.
- Jubilee Wood Update
It was noted Mr Bole happy for Saxilby Project to come on board. Unfortunately no management plan yet drafted. Cllr Hawke advised he had a meeting arranged with Saxilby Project shortly.
- To discuss village hall hedging alongside St Hughes Terrace
It was reported that before letters could be sent to residents, a meeting had been arranged to discuss the issue.It was noted that the hedging alongside St Hughes Terrace belongs to the residents of St Hughes.It was agreed that the hedging could be cut back, village hall side, right to the boundary/edge of tarmac.
- Provision of Allotments
It was noted that there had been considerable interest registered. It was agreed to look at potential areas of land which could be used and contact landowners.
- Village Broadband/councillor emails
Due to Cllr Hoyland not being available, village broadband deferred until next month. It was agreed however for all councillors to set up separate emails and advise clerk of password, which will be securely stored.

Working group to be put together. It was noted that Stow Parish Council are holding their own event.

Trees to be ordered as usual. School to be contact to see if they are willing to attend this year.

i)143658 1 Manor Farm Drive-front and rear two storey extension, variation of permission granted 20 Nov 2020-materials. Comments re materials not in keeping with area, keep stone single storey if granted.
ii)143722 Land adj Tillbridge Lodge-approval reserved matters for 4 dwellings, variation of condition 1 re approved drawings. Comments re not in keeping with area, development already started ,drawings already given permission to be used.
iii)143327 Land to rear of 22A Saxilby Rd-erect 2 dormer dwellings, amended certificate and drawings and drainage details. Permission already granted.
iv)143746 Land south of Tillbridge Rd-6 dwellings, variation of condition 2, changes to materials. No comments.

ii)143727 Butlerbus Technik-approval of reserved matters.Comments re Plot 1 not in keeping with area, dominate skyline.Hedging to be retained and part of planning condition, permeable driveways and restricted working hours.

i)Annual report to be drafted by chair.
ii)A short story had been submitted for inclusion in the newsletter. Council agreed to keep newsletter for news and that the parish magazine would be more appropriate.
iii)A resident had asked if the local craft event, organised last year where residents used their own property for the stalls, could be held on the open spaces in the village. It was noted, as these were parish council land, the pc insurance company had been contacted, and there are issues with insurance for stallholders/risk assessments and the pc nor organising the event, it was agreed, unfortunately this was not possible
