December 2021 minutes

Sturton by Stow Parish Council met on Wednesday 1 December 2021 in the Village Hall at 7.30pm

Meeting chaired by the Chair Cllr Gilbert.  Present:  Parish Clerk, Cllr Christie,  Cllr Taylor,  Cllr Pickering, Cllr Hawke, Cllr Cook, County Councillor Butroid and 2 members of the public.

  1. Recording of Meeting

It was noted no one was recording meeting.

 

  1. Apologies  - Received and accepted from Cllr Hoyland.

 

  1. To receive declarations of interests in accordance with the Localism Act 2011 .None.

 

  1. Meeting opened to the Public at 7.31pm.

Cllr Butroid offered the following updates:

Highways are monitoring the issue with the footpath on Fleets Rd and agree the design could be better.

Repairs to several paths in the village should be undertaken before the end of the financial year.

Clerk enquired re the roads in Bransby as a resident had again complained about the condition of them with the increased traffic due to the horses home.Cllr Butroid to check when works are planned.

The continued issue of parking in the centre of the village is now being investigated by traffic enforcement with a view to a speed management project at the junction.

 

Thanks passed onto Cllr Butroid and meeting closed to public at 7.39pm.

  1. Matters arising from minutes

Fleet Rd footpath-Planning enforcement advised developers replied that they had agreed the spec for the footpath with Highways.  Planning are asking for a resubmission.

Cats eyes missing Saxilby Rd- Highways investigating.

Dog Fouling sign-Handyman to remove.

Trees opp Fleets Rd junction-not now an issue

Railings-should be completed shortly as drainage works now completed.

Davey Close numbering-passed to Anna Grieve at WLDC, clerk to chase

Manhole near Co-op-Highways liaising with Wells Plant Hire who have a permit for works at the site.

OSR cleaning risk assessment-In hand with Cllr Pickering.

Damage to gateways-Local streetworks company contacted-Clerk to chase

Lamp out Spencer Court-repaired

Ashfield culvert-clerk to chase

New litter bin request Saxilby Rd-WLDC consider the bin at Queensway junction is sufficient as it is never full, parish council to monitor this bin.

Larger post box village green-installed

Playpark works-Cllr Pickering dealing

Xmas-it was noted the choir are now not able to attend.  Light switch on to continue but with no music.

 

  1. Correspondence received-General correspondence circulated along with the grasscutting spec to be agreed at next meeting, the latest police report.

Clerk to check with resident when works commencing,so the notice board can be removed.

ii) Cottam Solar  Project- update and council response to Initial Consultation

Response to include:

  Concerns number of containers housing the batteries and the possible decaying of the batteries.  A clause stating the land will be reverted back to farmland if the site closes.

Agreed: Two residents who open and close playpark, Gary Tindal, 2 newsletter editors and Gil, newsletter distributor for the usual amount of £20.Amount to be taken from Chairman Allowance.

Proposed by Cllr Pickering to agree.  Seconded by Cllr Taylor.  All agreed.

  1.    Draft Budget 22/23 agreement

Proposed by Cllr Taylor to accept.Seconded by Cllr Christie.All agreed.Surplus of £500 to be allocated to General Maintenance.

 

  1.   Final Precept request agreement.

Proposed by Cllr Taylor to set at £29267.Seconded by Cllr Cook.All agreed.

 

  1.    Reports from Local Organisations

Cllr Christie reported re the Rec Field:The bonfire celebrations went well ,with nearly £5000 going to Fossa and the Rec Field after expenses.The cabin is to be painted shortly and an unofficial entrance on Fleets Rd to be blocked off.It was noted works were needed on some of the safety matting.2 dog bins needed replacing, clerk to contact WLDC and a new larger bin needed.Pauline to speak to WLDC.It was noted all the dead trees had been removed.They are considering making the entrance path longer from Upper Close.Council discussed whether it was appropriate for the committee to pay Mr Mangham for additional works. It was agreed this was not appropriate and could cause issues.

Village hall minutes circulated.

 

  1. General maintenance issues

i)Clerk to contact electrician to remove defib cabinet from village hall.

ii)Seat on Eastfield needs varnishing/painting-handyman

iii)Trees opp junction of Fleets Rd/High St-need topping, Highways to be contacted

iv)Sandbins-labelling to say SbyS- sand bag sand

v)Larners Field sign needs repairing-WLDC to be contacted.

  1. Queens Platinum Jubilee in 2022-update

Clerk advised productive meeting:

Main schedule:  Village Hall lunch for pensioners with entertainment-possible fancy dress parade from village hall to Rec Field.  Lunchtime/afternoon for children with games, food stalls and evening of entertainment with food stalls, barn dance, fireworks.  Next meeting to be arranged for new year.

Green canopy tree-clerk to check with Willingham and Stow if they have a suitable location for the tree as Sturton do not have any suitable locations.

 

  1. Jubilee Wood Draft Management Plan discussion-circulated

Cllr Hawke to liaise with Mr Bole to finalise draft.

  1. Annual report agreement

Agreed with minor alterations as report will be in next newsletter.

 

  1. Safeguarding Policy Agreement

Proposed by Cllr Taylor to agree.  Seconded by Cllr Cook.  All agreed.

 

  1. Tree Report discussion

It was agreed no works could be undertaken until the spring.

 

  1. Items to be noted or dealt with at next meeting

It was agreed that a projector would be a good idea when discussing planning applications, to be researched.
