August 2021 minutes
Sturton by Stow Parish Council met on Wednesday 4 August 2021 in the Village Hall at 7.30pm, chaired by the Chair Cllr Gilbert. Present: Parish Clerk, Cllr Pickering, Cllr Christie, Cllr Hoyland, Cllr Hawke, Cllr Price, Cllr Taylor, District Councillor Coulson and 9 members of the public.

It was noted no one was recording meeting.
- Apologies - It was noted that Cllr Butroid had offered his resignation.
- To receive declarations of interests in accordance with the Localism Act 2011 – None.
- Meeting opened to the Public at 7.35pm.
Mr Leggott, from the village hall committee advised council of the issues with the battery on the defibrillator at the village hall.There were concerns whether the battery had lost power and required replacement.Issues with sourcing a new battery raised concerns and it was suggested a new one may need to be sourced.It was suggested to contact the Co-op for possible funding and new location for the defib.In meantime council agreed to seek advice.
The removal of the village hall hedging alongside St Hughs Terrace which council agreed to look into previously was requested to be discussed again.
A resident offered his help for funding opportunities for the Queens Platinum Jubilee 2022.Concerns were raised with regards to the Local Plan-clerk advised clarification of the site allocation of 116.48:planning permissions from current local plan not yet built from April 2020.39:Land south of Gilberts Farm (with possible 9 already with permission)30:Land at High St, south of School Lane 10:Obam Lifts-planning permission already granted. Which leaves around a possible 49 new dwellings.
Clerk to check clarification, but it was thought that these areas of land have been identified for over 10 dwellings and no more areas could be used unless they comply with policy S4 (are appropriate locations within the footprint of the village or appropriate infill)
The Local Plan Team are expecting the remaining allocation to come from infill and single dwellings.
A resident noted the dyke behind the Glebe had been cleared and asked about the clearance further down towards the pond, it was noted this is not parish council responsibility.
Councillor Coulson advised the climate change strategy had been launched.

Fleets Rd, planning issue- no update
Tillbridge Rd sign relocation-To be moved to side of The Plough who have agreed.
Outfall Cowdale Lane-Env Agency have visited site and spoken to a resident and provided advice and guidance on maintaining septic tanks. Situation to be monitored.
Dog Fouling sign-clerk to look into further.
Road condition Thorpe Lane-to be cleared during next scheduled visit.
Cowdale Lane widening-reported
Trees opp Fleets Rd junction-Clerk advised some confusion as to location. Not cut, clerk to chase.
Tree planting on verges Twitchell-Highways confirmed that they did not plant the trees but as they are on Highway land, they are their responsibility.
Parking near Co-op-Police advised they regularly drive through area and will monitor
Village Hall wifi-Tests have been carried out remotely no faults found, onsite checks to be carried out.
Overhanging roof Ashfield footpath-advised to footpaths officer.
Footpath Stow Park to Sturton overgrown-area to be walked by Cllr Christie and areas requiring attention to be advised to clerk.
Hedging Acis property Fleets Rd footpath-scheduled to be cut by end of month
Ruts on The Glebe-some confusion as to where raised kerb to be placed. It was noted this is to be placed on pc land behind the existing kerb which is to remain so planning do not need to be advised. Proposed by Cllr Taylor to go ahead as soon as possible. Seconded by Cllr Christie. All agreed.
Provision new grit bins-Clerk advised CIF funds received for £396 for 2 bins. Bins to be ordered.
Annual assessment of trees-clerk advised waiting to hear from Stow who they appoint. Concerns from Rec Field due to number of trees (around 60). It was agreed clerk to obtain some advice as to process.

Village hall minutes circulated.Agm to be held on Wed 11 August.Concerns raised with regards to general overall condition of the rec field.Committee to be approached .
- General maintenance issues
Railings Saxilby Rd-no date for replacement, clerk to chase highlighting open dyke.
Bus stop sign Saxilby Rd-Highways chasing, they did remove sign from site.
Clerk reminded re Davey Close sign highlighting location and numbering.
Manhole cover near Co-op to be chased (reported by Cllr Gilbert).
- Risk assessment OSR Cleaning
Cllr Pickering to approach someone who may be able to add COSH information.
- To discuss update to village broadband
Cllr Hoyland advised he has been exploring options. Quickline and Openreach have been ruled out. It was agreed to look into a Community Fibre Partnership (fibre is available up to Stow).
- Update on councillor emails
Clerk advised she had contacted several smaller councils who are using Gmail and relying on the councillors to delete the account once they leave. Cllr Price advised there is a system where Gmail could be used but controlled by the pc. Clerk to get further details.
- Walkabout summary-deferred until next month.

- GDPR Policies review
It was proposed by Cllr Pickering to accept all the policies with no amendments. Seconded by Cllr Hoyland. All agreed.
- To discuss provision of allotments
Clerk advised that 3 residents had enquired whether allotments were available since last year.It was noted that if the parish have 6 resident wanting allotments, the parish council have to look for available land (no timescale prescribed).
Proposed by Cllr Taylor to advertise asking for interested parties to get in touch.Seconded by Cllr Hoyland.All agreed.
- To discuss ideas for Queens Platinum Jubilee in 2022-deferred until next month.
- To agree location for future meetings-it was agreed to carry on at the village hall until the end of the year.
- LCC Treescape Scheme
2 locations agreed by WLDC. 2 trees on The Glebe and 4 on rec field. Waiting for rec field to agree before locations to be agreed by council.
- Planning applications
143308 Rome Farm, Bransby-single storey extension. No comments.
143327 Land rear of 22A Saxilby Rd-erect 2 dormer dwellings. Comments re outline and subsequent applications conditions stating to be kept as single storey and no permitted development. Also overlooking and out of character.

i)Email received from Bransby Horses Home asking for council support for additional signage they wish to place in several locations in the local area. Enquires to be made if they mean the brown tourist signs, if so they do not need supporting evidence, just need to submit application.
ii)Village Hall defib. It was agreed to place out of use sign on this until problem sorted stating nearest one at St Andrews Community Centre Saxilby.
