July 2021 minutes

Sturton by Stow Parish Council met on Wednesday 7 July 2021 in the Village Hall at 7.30pm, chaired by Vice-Chair Cllr Taylor.  Present:  Parish Clerk, Cllr Pickering, Cllr Christie, Cllr Hoyland, Cllr Price (see item 4 ) and 1 member of the public.

  1. Recording of Meeting

It was noted no one was recording meeting. PC will not record meeting.

 

  1. Apologies  - Received and accepted from Cllr Gilbert, Cllr Butroid and Cllr Hawke.

 

  1. To receive declarations of interests in accordance with the Localism Act 2011 – None.

 

  1. Declaration of Acceptance of Office signed by new councillor

Mr Price signed the Declaration and was welcomed to the council.

 

  1. To approve minutes of previous meeting

Proposed by Cllr Christie to accept.  Seconded by Cllr Pickering.   Agreed by all those present at meeting.

  1. Matters arising from minutes

Fleets Rd, planning issue- no update

Replacement cabinet works-completed, it was noted electrical testing also completed at OSR and further works required.

BT Fibre-Cllr Hoyland looking into as further information sent out advising gigabit vouchers are available in the area, which previously council were told were not.

Tillbridge Rd sign relocation-WLDC enquired if The Plough are happy for the sign to be placed on the corner of their premises.  Cllr Taylor to contact.

IDB to send letter re Manor Farm Drive dyke-New leaflet not yet produced, old one is outdated, to be updated and sent out.

Trees, Ashfield footpath-trees cut

Outfall Cowdale Lane-water has again turned-clerk has advised Environment Agency who have said is possibly issue with a septic tank and asked if council could contact residents to ask them to check them.  Council agreed this is a job for the Env Agency and not the Parish Council.  Cllr Gilbert has also pursued this is waiting for the local team to contact her.

Dog Fouling sign-It is suspected the information on the notice is out of date, clerk to look into.

Jubilee Wood-Cllr Hawke has advised that Mr Bole is putting together a  Management Plan to be taken to the September council meeting. Mr Bole to contact Cllr Hawke with any concerns re the Standing Orders.

Trees opp Fleets Rd junction-Highways advised is it hedging that needs cutting, are they enforcing? Clerk to check.

Tree planting on verges-Clerk not pursued this at present time, as resident has enquired re ownership of trees on the verge opp the houses.  Clerk advised she has contacted Highways as the verges belong to them-they have stated that the trees planted on the parts of verges which are owned by the residents are the resident responsibility.  Clerk to check pc records to confirm PC have not planted the trees and to them reply to Highways stating this and that if they are on Highway land are they not then Highway trees?

Best Kept Gardens-Judge has been appointed, Cllr Christie to contact and accompany.

Internet-Clerk advised BT have quoted around £30 per month for broadband and phone line, matter  not to pursued until Cllr Hoyland has clarified what internet is available for the village.

Replace 30mph signs-replaced.

Resident asked the situation regarding the Travel Consultation and the proposed closure of The Close, clarification of where the footpath opposite the new development on Fleets Rd is going and the issues of the white van which is still parking next to the cottages, causing an issue with lorries etc at the junction.  Clerk to contact local policing team again.

  1. General maintenance issues

i)Overhanging roof structure-Ashfield to ridge and furrow field footpath-Rights of Way Officer to be contacted as council thought this was meant to be inspected once all works completed.

ii)Request for reminder to be placed in newsletter asking cyclists to adhere to the no cycling signs on footpaths.

iii)Footpath from Stow Playpark to Sturton need some cutting back-clarification from resident to be obtained as to which area

iv)Hedging Ashfield/Fleets Rd overgrown

 

Ruts down The Glebe:

Proposed by Cllr Christie, Option 2, steel bollards to be installed.

Proposed by Cllr Taylor, Option 3 increasing the height of the kerb.Seconded by Cllr Pickering.All agreed to this, subject to contacting planning to check if planning permission has to be sought and if it will affect emergency services if they need to turn in the area.S106 monies to be used.

 

  1. To discuss dyke clearance behind The Glebe-update

It was reported that the farmer has not put a price in for the work and there is a small window for the work to be completed ie, between the end of July and beginning of August.

It was proposed by Cllr Christie to accept the quote from DWG Groundcare for £600.  Seconded by Cllr Pickering.  All agreed.

 

  1. Trees-to annual assessment and inventory of trees

Tree inventory reviewed, clerk to contact Stow to arrange the inspection.  Clarification to be sought on trees down Rectory Park, but it was agreed that they pose no danger due to size, so to not place them for inspection this year.

 

  1. To agree company to carry out Playpark inspections

It was proposed by Cllr Price to go with ROSPA to provide a new viewpoint for this year at a price of £453 plus vat –last year inspection was £330 plus vat.  It was also noted ROSPA can provide new updated checklists too for the monthly inspections.  Cllr Pickering to accompany inspector.  Seconded by Cllr Hoyland.  All agreed.

 

  1. Risk assessment OSR Cleaning

Deferred as Cllr Butroid not present.

 

  1. Provision of councillor email addresses

Cllr Hoyland looking into more cost effective emails-initial O365 costing around £1700 per year.  Clerk to enquire of smaller councils to establish what procedures they have in place.

 

  1. Discuss provision of internet in OSR-update

Already dealt with.

  1. Travel Plan Consultation-update on closure of The Close junction with High St.

It was noted that the scheme has been withdrawn for the time being.

 

  1. Bin for emergency salt 400 litre £188.17 plus vat

Proposed Cllr Taylor to purchase one bin for time being to be placed on corner of The Close where the sand is.  Seconded by Cllr Pickering.  All agreed.  Clerk to contact District Councillor to enquire if funds are available for 2 bins, the second which could be placed further in the village.

142708 Moor Farm Tillbridge Rd-two storey rear extension with single storey infill.No comments.

  1. Land adj 21 High St-1 dwelling amendment to 138513-comments re window overlooking neighbour and for condition for any trees removed to be replaced

Appeal  141447 - Land to the rear of 56 Saxilby Road-1 dwelling.

Clerk advised draft Local Plan has already caused interest on social media, notice to be placed in village and on website.  To be placed on agenda for council comments next month.
