August 2022 minutes

Sturton by Stow Parish Council met on Wednesday 3 August 2022 in the Old Schoolroom.  Meeting started at 7.30pm.

Meeting chaired by Cllr Gilbert.  Present:  Parish Clerk, Cllr Christie, Cllr Cook, Cllr Hoyland, Cllr Taylor and 4 members of the public.

  1. Recording of Meeting

It was noted no one was recording meeting.

 

  1. Apologies - Received and accepted from Cllr Hawke.

 

  1. To receive declarations of interests in accordance with the Localism Act 2011.  

Cllr Cook declared a financial interest in Item 11b(ii) and declared he would leave the room whilst this was discussed.

 

  1. Meeting opened to the public at 7.32pm.

Cllr Cook advised that the Co-Op had suggested that due to how well received the afternoon tea was for the jubilee that perhaps they could help out if the council would like to put on a xmas tea.  Further enquiries to be made from Co-op.

Proposed by Cllr Cook to accept.  Seconded by Cllr Hoyland.   Agreed by all those present at meeting.

  1. To formally agree Item 15 of February 2022 mins to purchase 2 new dog bins for Rec Field up to £255 plus vat

Proposed by Cllr Taylor and seconded by Cllr Hoyland.  All agreed.

  1. Reports from Local Organisations

Village Hall minutes circulated.Cllr Hoyland advised he has been invited to a youth club meeting on 21 Sept and will contact Pauline Mangham as to when the Rec Field are meeting.

 

 

  1. General maintenance issues

i)Larners Field new sign, should say Larners Fields- clerk to contact WLDC.

ii)Pavement opp school-clerk advised she had reported as advised on walkabout-it was noted this had been marked up.

iii)Quakers burial ground – area needs cutting.  Clerk to contact.

iv)Saxilby Rd brambles need cutting back at entrance to village-clerk to contact

v)Virgin green boxes on Saxilby Rd to be removed-clerk to contact Virgin

vi)Area behind OSR needs cutting back and cupboard door with sandbags in, broken-clerk to contact handyman

vii)Quotes to be obtained for issues of damp in OSR

viii)safe surfacing at playpark-Cllr Gilbert advised works still needed, to await playpark report, slabs by elephant and bike rocker to be removed.

ix)Dog rose by seat at Bradshaws to be cut back.

 

  1. To agree policy how to deal with hedging issues in village

Any hedging/vegetation/trees, shrubs overhanging:

A verge which the parish council mow: a footpath open to the general public: pavement used as a public thoroughfare: signage giving public information-

A letter will be produced and 2 councillors will visit property with the letter.  Envelope will state words to the effect “we called earlier to speak to you regarding the enclosed”.

Above was proposed to adopt by Cllr Hoyland and seconded by Cllr Christie.  All agreed.

 

  1. Gen Maintenance and litter picker risk assessment review

Deferred for clerk to incorporate Cllr Hoyland suggestions.

 

  1. To discuss i)new planters for village  ii)to agree amount to spend on winter plants and bulbs

Cllr Gilbert advised she had spoken to the Horticultural Society and it was suggested that the pc planter is moved to Stow Rd and they would maintain it  as the 2 the society are looking at placing are quite large.  Council had no objections to this.  It was agreed to remove the smaller planters on Saxilby Rd and Marton Rd for this year.  The one near Bransby Fields is being maintained, so this one to stay and be monitored.

Proposed by Cllr Cook to agree spend of up to £50 on any winter bulbs/plants needed.  Seconded by Cllr Taylor.  All agreed.

 

 

  1.  To discuss and agree Neighbourhood Plan aspirations and how to proceed

2 main issues, speeding and footpath to Bransby.

Speeding: All  avenues have been explored on this, potential crossing on Marton Rd is to be assessed within the next 2 months.

Footpath:It was suggested that the pc contact Bransby Horses to ask if they would allow a PROW next to the hedgerow of B1241, starting/finishing at the existing footpath on Saxilby Rd and finishing at the crossroads.

Proposed the above by Cllr Taylor.  Seconded by Cllr Hoyland.  All agreed.

 

  1. To discuss and agree quotes received for LED lights OSR

2 quotes received for £285 and £555. 

Proposed to go with quote for £285 provided the necessary certification is provided, by Cllr Cook.  Seconded by Cllr Taylor.  All agreed.

 

 

  1. Remembrance Day arrangements and agreement of risk assessment

Clerk to contact Royal British Legion to see if they will be attending this year before deciding whether to parade or meet at cemetery.

No changes to risk assessment.

 

  1. To agree company for playpark inspections

Proposed by Cllr Christie to go with Rospa again with no one attending with inspector.  Seconded by Cllr Taylor.  All agreed.

 

  1. Items to be noted or dealt with at next meeting-

Risk assessments as per Item 16 to be on agenda.  Clerk has asked for extension on comments for a planning application which has just arrived.
