June 2022 minutes
Sturton by Stow Parish Council met on Wednesday 1 June 2022 in the Old Schoolroom. Meeting started at 7.30pm.
Meeting chaired by the Chair Cllr Gilbert. Present: Parish Clerk, Cllr Christie, Cllr Cook, Cllr Hawke, Cllr Taylor.
- Recording of Meeting
It was noted no one was recording meeting.
- Apologies - Received from Cllr Hoyland. It was noted Cllr Pickering had offered his resignation.
- To receive declarations of interests in accordance with the Localism Act 2011.
Cllr Gilbert declared a financial interest in Item 10 3(b) and declared she would leave the room whilst this was dealt with.

Proposed by Cllr Taylor to accept. Seconded by Cllr Cook. Agreed by all those present at meeting.
- Matters arising
Fleet Rd footpath- It was noted that the gravel had been removed and the stretch soiled and seeded, with plastic parking bollards placed along the stretch, as per letter received from LCC Highways.
Manhole near The Plough-not yet repaired, to chase

Neighbourhood Plan referendum-noted result of 237 for, 32 against.
District Councillor Tracy Coulson entered the meeting at 7.40.it was agreed meeting to be opened to allow her to speak.Cllr Coulson congratulated council on the result of the Neighbourhood Plan. The issue of the slurry tankers coming through the village bought up, it was noted their speed had dropped.It was acknowledged that the trips are seasonal, but Cllr Coulson to contact for clarification.

- Reports from Local Organisations
It was reported that the speedwatch groups are recording a significant amount of cars speeding and perhaps it was time to ask for the speed van to visit again.Village hall minutes circulated.
Cllr Hawke reported the Will Timmins has agreed to do mowing and hedge cutting in the jubilee wood free of charge.The wild flower meadow has now started to grow.
- General maintenance issues
i)Potholes on Thorpe Lane
ii)Gate at top of The Close footpath coming out onto Fleets Road in need of some repairs.
iii)List of hedges requiring attention from walkabouts –list to be sent and Cllr Gilbert and Cllr Christie to check and approach, if necessary
iv)Fleets Rd light-2nd light from junction ivy obscuring light
- Summary of Playpark works
Clerk advised she had noted everything that had been picked up on the rospa report and had met with the handyman at all 3 playpark sites and had agreed with him the things he could do.
Clerk to source caps missing from several items of equipment, repair kit for the safe surfacing and some new matting.
It was noted that the padlock had gone from the large gate behind village hall.Clerk to purchase new one.
- Queens Platinum Jubilee update
All arrangements underway for the event the next day.

Deferred Cllr Hoyland to look at.

Page 1 of risk management policy:
Councillors to be sent copy of Standing Orders. Appropriate regulations to be placed on agenda items.
- OSR cleaner risk assessment
It was agreed to remove all COSHH items and replace with eco friendly items which removes the need for COSHH statements.Assessment agreed no change.
- To discuss Best Kept Garden Competition
It was agreed to run as usual, judge to be sourced.Cllr Christie to retrieve old trophies to be assessed by council as some are looking worn.
- Tree report work
Deferred until August to allow Cllr Hawke to put report together.

LED lights to be looked at for OSR. Clerk to contact electrician for quote.
