Sturton by Stow Parish Council met on Wednesday 2 March 2022 in the Village Hall at 7.30pm
Meeting chaired by the Vice Chair Cllr Taylor. Present: Parish Clerk, Cllr Christie, Cllr Cook and 4 members of the public.
- Recording of Meeting
It was noted no one was recording meeting.
- Apologies - Received and accepted from Cllr Hawke, Cllr Pickering, Cllr Gilbert and Cllr Hoyland.
- To receive declarations of interests in accordance with the Localism Act 2011. None.
- Meeting opened to the Public at 7.31pm.
Council were thanked for all the efforts made with regards to the trees felled during the recent winds.An update was asked re Fleets Rd.It was noted that the continuing deterioration is being pursued with Planning Enforcement.It was noted that LCC Highways have contacted clerk asking if the commercial vans working at the site could park in the rec field car park to avoid damaging verges and to ease the parking issues.Clerk has confirmed this with the rec field but it was noted only max of 6 vans could be accommodated.Verge alongside footpath to be cordoned off and reseeded when AWA programmed to connect water supply at end of March.

- Reports from Local Organisations-
It was reported that a meeting had been arranged for the following week with the Neighbourhood Plan examiner, to confirm factual information and that next step was that he was recommending going to referendum.
Village hall minutes circulated.The Rec Field are in the process of obtaining quotes for new Toilets and quotes for a replacement Grass Contractor.
- General maintenance issues
The recent flooding of High St-Highways looking into the culverts which are old concrete slabs to ascertain if they are their responsibility but in meantime to check they do not pose a safety issue.
Gulley blocked High St near junction with The Close.
- Jubilee Wood Management Plan agreement/update
It was agreed to defer this as Cllr Hawke was not able to attend meeting.
- Annual walkabout/asset update
Clerk to draw up areas for individual councillors. It was hoped areas could be completed by the time of the April meeting.
- Queens Platinum Jubilee update-
Clerk advised following to be discussed:
i)Afternoon Teas quotes received-circulated, all prices per head
Company A. Price as per Company B spec £12.50 Usual afternoon tea price £10
Company B. £7.50
Company C £8.95
Company D £5. It was noted that no details had been sought as to what this price involved.
It was proposed by Cllr Christie to go with Company B at £7.50 per head. It was noted that they would be able to supply all vintage cake stands, plates, cups and saucers. Seconded by Cllr Taylor. All agreed.
Company to be used: Good Lookin Cookin- owner lives in the village.
ii)Bouncy Castle Hire £70. Proposed to accept quote by Cllr Christie. Seconded by Cllr Cook. All agreed.
iii)Singleton Events First Aid cover £272 plus vat. It was noted that a comparable quote had been received from another company had been for £290 but they were not now available.

Clerk advised road closure request had been submitted from Twitchell to the Rec Field and from Tillbridge Road up to junction with Thorpe Lane. Bar had been booked. Still looking for food stalls and contacts had been made with entertainment for the event. Youth club have PA. Disco lights and will compile songlist and erect marquees.
Horticultural Society to organise cake competition.
- OSR Risk assessment
Once again deferred.
- To discuss internal auditor for 21/22 accounts
Clerk advised she had not been able to secure a different auditor and as council had not budgeted for the increased costs with Lalc, to go with the current auditor for this year and to budget for a more comprehensive 6 and 12 monthly audit from Lalc the following year.
- Amendments to retention policy re planning documents
Clerk to check guidance from Lalc as it was thought as now everything is on the WLDC website, do we now need to keep any documents.
- Items to be noted or dealt with at next meeting
It was decided to have the April Annual Parish Meeting at the village hall and then decide whether to move back to the Old Schoolroom.
It was decided to reinstate the Union Jack Flag, replacing the Ukraine Flag which someone had erected. It was felt support had been shown
