July 2022 minutes
Sturton by Stow Parish Council met on Wednesday 6 July 2022 in the Old Schoolroom. Meeting started at 7.30pm.
Meeting chaired by the Vice Chair Cllr Taylor. Present: Parish Clerk, Cllr Christie, Cllr Cook, Cllr Hawke, Cllr Hoyland and 4 members of the public.

It was noted no one was recording meeting.
- Apologies - Received and accepted from Cllr Gilbert.
- To receive declarations of interests in accordance with the Localism Act 2011. None.
- Meeting opened to the public at 7.32pm.
The council were asked if they had any objections to a flower stall at the front of the village hall. Council had no objections. It was noted that the playpark hedge was in need of a cut, grasscutter to be contacted.

Addition of 2 general maintenance items: iii)List of hedges requiring attention from walkabouts-list to be sent and Cllr Gilbert and Cllr Christie to check and approach, if necessary. Iv)Fleets Rd light-2nd light from junction ivy obscuring light.
Proposed by Cllr Hawke to accept following these additions. Seconded by Cllr Cook. Agreed by all those present at meeting.

- To discuss changing bank accounts to allow for internet banking-deferred for clerk to circulate information.

Village Hall minutes circulated.The paths had been cut in the Jubilee Wood and some general pruning to be done shortly.
- General maintenance issues
I)Gritter lighting at depot-following on from email from resident, to send concerns to Highways.
ii)planter on village green rotten-handyman to be advised, may need removing
iii)verge on Stow Road by noticeboard-email from resident as it is very untidy and not been cut, clerk has contacted Highways to establish who is responsible for cutting, handyman to be asked to tidy up in meantime. Resident is aware of their obligations re the hedge which is in need of cutting.
iv)Walkabout issues reported: Sunken manhole on Medway-this has been forwarded to BT: Potholes junction Thorpe Lane/Fleets Rd: Potholes junction Fleets Rd/Fleets Lane:bus stops Stow Rd cleaned/painted, seat Marton Rd cleaned, St Hughs bus stop seat cleaned.
- Queens Platinum Jubilee
Monies from food vans: £235 Suggested to split equally between FOSSA, Rec Field and Youth Club.
Proposed by Cllr Hoyland to split equally as above. Seconded by Cllr Cook. All agreed.
- Gen Maintenance and litter picker risk assessment review
Deferred Cllr Hoyland to look at.
- Risk assessment
Key register- Clerk to compile. Parish Council vacancies, to be placed on social media, newsletter and clerk to design new poster.
- GDPR policies review and agreement
Proposed by Cllr Christie to adopt all policies as they are.Seconded by Cllr Hoyland.All agreed.
Cllr Butroid entered the meeting at 8.40 and it was agreed to open the meeting to allow him to speak.Cllr Butroid advised he is still pursuing what Highways are to do re the parking issues outside the Co-Op along with the potential crossing on Marton Rd outside the Co-op.
There was much discussion re the Cottam Solar Project and residents were urged to complete responses.
Meeting closed at 8.57pm.
- Best Kept Garden Competition
It was agreed to continue with the existing trophies, now they have been cleaned, one handle needs to be refixed. Cllr Butroid offered to judge if no other can be found.
- Village Hall Playpark-to discuss opening and closing
It was agreed to open the meeting again, to allow the 2 members of the public present who close the playpark to speak and air their views. They advised they close up once it starts to get dark and obviously would not knowingly lock anyone in and advised the gate was originally put in for security reasons
It was noted, that the village hall felt that if the gate was left open this could open up security issues for the village hall.
It was agreed to leave procedures as they are.

It was noted the bins in the playpark were full. Clerk to report.
- To discuss feedback from Playpark inspection training
Main issue bought from training was that if a piece of equipment is not safe then it needs to be removed or heras fencing placed round, to tape it off, place notices or plastic fencing is not sufficient.It was noted that Timmins and Sons have heras fencing if needed.Clerk to contact to ask if this could be used if needed.
- Cottam Project-Phase 2 discussion and agreement of comments to be returned
Cllr Gilbert had circulated comments to be returned, council to add anything else and circulate, to besent to clerk by 16 July who will then submit.
4 members of the public left the meeting.
- Neighbourhood plan
Cllr Cook reported that WLDC had formally been given the completed Neighbourhood Plan on Monday evening which had formally been agreed by WLDC to accept.
i)Final budget position and to agree what to do with remaining moniesii)To consider aspirations to come from the NP process.
It was noted there was £1445.90 left.Sturton PC had originally budgeted £2000 and Stow gave £500.
Cllr Gilbert had suggested that the £1000 is split pro rata and the remaining monies left for any updates to the plan.
Proposed by Cllr Hawke to agree to this, Stow being returned £200.Cllr Hoyland seconded.All agreed.
The remaining £800 to be placed on agenda to agree where to allocate next month along with the Neighbourhood Plan aspirations.
- Items to be noted or dealt with at next meeting- Council were reminded that we have alot of interest for allotments. Several areas suggested and clerk to put note on Facebook.
- To agree to go into closed session to discuss staff matters and bank signatories. If agreed press and public will be asked to leave.
It was agreed to go into closed session and Cllr Butroid left the meeting.

Clerk advised for personal reasons she wants to get the ball rolling for standing down as clerk. It was hoped there could be a handover period and it was noted that extra funds would be needed for this and item to be placed on agenda next month for a virement. To be advertised as 30 hours per month, salary dependant on experience but following NALC pay scales. To be advertised with Lalc, on Facebook, Indeed and neighbouring villages.
