August 2020 minutes
Sturton by Stow Parish Council met remotely via Zoom on Wednesday 5 August 2020 at 7.30pm hosted by Chair Cllr Dennis Taylor. Present: Parish Clerk, Mrs Y Clark, County Cllr Mr Butroid and Parish Cllrs Mrs Gilbert, Mr Pickering, Mr Hellen, Mrs Banham, Mrs Christie, Mr Moore.
- Apologies for absence and reasons given- Mr Timmins – work load.
- To receive declarations of interests in accordance with the Localism Act 2011
Cllr Mrs Gilbert declared a financial interest in Item 11 and declared she would not vote.
- Co-option of new councillor
One applicant has applied, Mr Richard Butroid.Proposed by Cllr Mrs Gilbert to accept.Seconded by Cllr Mrs Christie.All agreed.Declaration of Acceptance of Office signed by Mr Butroid remotely.Mr Butroid was welcomed back onto the council.

Diverted footpath Ashfield-it was noted the fencing had many protruding nails-photos to be sent to footpath officer
Blocked Gullies-Sent to Highways with list sent by Cllr Moore.
Parking at Co-Op- Co-op has agreed to place a sign outside advising no parking alongside road.
Highways Depot Light-Highways costing replacement lights.
Trees Stow Road, from previous minutes- landowners have spoken to power company as trees impeding on power lines.
Playparks all now open. Inspection booked, village handyman to accompany.
7. To discuss i)responses received from residents re hedging letters and agree any replies
Twitchell-Cllr Mrs Gilbert met with resident. It was agreed map to be drawn up highlighting areas of responsibility. It was agreed no further action to be taken
Replies to be sent to 2 other residents acknowledging more thought could be taken of the current situation and that their comments have been taken on board.
ii)Procedure for dealing with future general maintenance issues-deferred until next meeting.
- MJL-fire extinguisher testing £207.50 from village hall grant-Parish Council £19.50 plus £45.40 vat

Proposed by Cllr Mrs Gilbert to accept.Seconded by Cllr Mrs Banham.All agreed.

Agreed to transfer £15,000.
- Accounts summary –including clerk and village litter picker salary-circulated

- United Trust Bank maturity of deposit to discuss and agree reinvestment
Suggested by clerk to invest original capital of £25,000 and use interest earned over past years to go towards the maintenance of the trees down The Glebe and Ashfield.

i)It was suggested Emergency Planning group are reconvened to discuss procedures for a possible second wave of the pandemic over the winter.
ii)Cllr Mrs Gilbert and Cllr Mrs Christie to meet with District Councillor Tracey Coulson to walk around village and discuss any issues.
iii)Cllr Moore advised the cancellation of the Horticultural Show for this year but advised a scarecrow competition is being organised and asked if the grant monies could be used for prizes. Item to be placed on agenda for next meeting.
