March 2020 minutes
Sturton by Stow Parish Council meeting was held in the Old Schoolroom on Wednesday 4 March 2020 at 7.30pm.with Councillor Taylor in the chair. Present were Councillors Mrs Banham, Mrs Christie, Mr Turney, Mr Pickering, Mr Hellen, Mr Moore, Mrs Gilbert, 8 Local Government Electors and the clerk.
1. Recording of meeting
Council and public were asked if anyone was recording the meeting. No one advised they were so council did not record.
2. Apologies
Received and accepted from Cllr Mr Timmins.
3. Declaration of Interests. None
4. Minutes of previous meeting
Item 12 “Minutes of previous meeting circulated” added on Village Hall section. Minutes of previous meeting- agreed by all those present at meeting following this amendment.
5. Matters arising.

Highways Depot, lighting
Lights,which are not fixed have been re-positioned, requested if they could be turned off when depot not in use.

6. Meeting opened to the public.-7.46pm
A resident who lives down Stow Road, near Capps Island asked council what they were planning re moving the speed signs at the edge of the village. The resident would like the 40mph sign moving further out of the village, ideally replacing the 50mph restriction. It was also noted that the trees in the area were in need of cutting back.
Council advised they are liaising with Stow Parish re the speed signs and clerk to ask for update. It was noted the trees were on private land.
It was reported the Neighbourhood Plan team are currently looking at views and green spaces.
Meeting closed to public at 8.02 pm.
7. To agree new signatories for URB bank account
All agreed to Cllrs Taylor, Mrs Christie and Mrs Banham to be signatories.
8. B&C Shelters-new bus shelter £2895 plus vat
All agreed. It was noted funding from LCC would be this financial year.

11. Local Organisation Matters.
Youth Club AGM minutes circulated. The Village Hall Committee currently looking at refurbishing the upstairs committee room and kitchen. Minutes of last meeting circulated. It was reported the Recreation Field were planning an event on VE Day (8 May) and asked if council would like to get involved.
12. General Maintenance in the parish.
- Tillbridge Rd/Junction High St not working

- Flooding update on issues
Following walkabout down Saxilby Road looking at watercourse it was agreed that most of the watercourse is flowing nicely and no action was needed at the present time.
Highways Officer, Trevor Hines, had visited area again and was aware of the water running off the fields, went some way to causing the flooding on High Street. He had agreed that LCC would suck and jet out all the gullies in the village.
It was agreed that Cllr Moore will draw up a specification for the clearing of the watercourse behind Manor Farm Drive and for 3 quotes to be obtained. It was noted one further reply had been received from a resident stating that his deeds do not mention the watercourse, therefore he was not responsible.
Cllr Moore to contact Mr Russon who farms the field adjacent to the watercourse asking if he would be willing to clear the watercourse-also sending him a spec if he wanted to quote for the work.
Flooding update notice agreed section to be added reminding residents that homeowners are only responsible for clearing the drains within their boundaries but if they choose to clear further please respect this.
14. To discuss complaint from resident re debris left on rec field following recent works
. . Cllr Taylor advised he has spoken to the Chair of the Rec Field Committee, Mrs Mangham who had advised that in the spring the area would be levelled and top soiled. It was felt, however, that the larger bricks should be removed, clerk to contact Mrs Mangham.
15. Report on meeting re future of Jubilee Wood-proposal to make decision re setting up of committee
It was agreed in principle to set up a Management Committee but it should be chaired by a member of the parish council and a development plan agreed annually. Cllr Hellen circulated a paper detailing the running of the group, to be agreed at next meeting.
16. Quote received for trimming Millennium Oak
It was agreed to go with the quote of £150 to trim the Millennium Oak.
17. To discuss relocation of noticeboard currently on the green
To be looked at on walkabout.
18. Grasscutting 20/21 renewal quote received-to discuss whether to go out to tender
All agreed to the 20/21 prices for the current contractor. Last year price £238.89 ex vat this year £265.75 ex vat pending clarification of the area to be cut on The Glebe (i.e. should be all the playpark area, up to the entrance to the public footpath and to strim the tree area up to the Old Rectory fence).
19. To discuss speeding in village-update
Stow Parish Council to be contacted for an update.
20. Risk assessment-General Maintenance/Litter Picking
Agreed with no amendments. Clerk to contact Old Schoolroom cleaner to ensure she has her mobile with her in case of an emergency.
It was agreed to bring Item 22 forward for discussion before setting date for walkabout.
22. To agree to change date for April Meeting/Annual Parish Meeting-
Meeting agreed as 8 April.
21. To agree date for Annual Walkabout
It was agreed that 2 sessions may be required. First to be held on April 15th, meeting at 6.30 at Village Hall. Further date to be set if required.
