July 2020 minutes

Sturton by Stow Parish Council met remotely via Zoom on Wednesday 1 July 2020 at 7.30pm hosted by Chair Cllr Dennis Taylor.  Present:  Cllrs Mrs Gilbert, Mr Pickering, Mr Hellen, Mrs Banham, Mrs Christie, Mr Moore.

1.   Apologies for absence and reasons given-

2. To receive declarations of interests in accordance with the Localism Act 2011

Cllr Mrs Gilbert declared an interest in Item 15 (ii) & 6 as an owner of a nearby property.  Cllr Mrs Banham declared an interest in item 10.

3. To approve minutes of previous meeting

Proposed by Cllr Mrs Gilbert to accept.  Seconded by Cllr Mrs Banham.  All agreed.

4Meeting opened to the public -Clerk reported from a concerned resident  that the fencing alongside      the new diverted public footpath was not adequate.  Council agreed the screen was adequate and to revisit when building work is finished.

5.  Accounts up to end of June 2020-circulated for info only.

6.  C Gilbert £4 batteries Toggles re flags £3.45  Sanitiser for speedwatch £4.24.

       All agreed.

7.  Lincs Fieldpaths Assoc £5 subscription

    All agreed.

8.  Clerk salary June/July

    All agreed.

9.  £246.96 grasscutting-to discuss issues with recent cut

 It was noted that this invoice could be paid as the issues with the recent cut referred to the next invoice due.  It was agreed to highlight the areas not cut to the grasscutter and to ask for the future bill to be revised and to check that the contractors all have copies of the maps of areas to be cut and why they visit twice on some occasions.

10. S Banham-£50 plants for planters

All agreed.

11. Issues raised during walkabouts-circulated for agreement

Cllr Butroid advised that Highways has a new  manager which covers Sturton and new divisions of “gangs” locally responsible for different areas and that he was hopeful this should ensure more local issues would be dealt with.  He has been continually chasing the repairing of the road through Bransby, but unfortunately this looks now to be 2023/4.

Cllr Moore advised of many issues of blocked gullies in the centre of the village, to be sent to clerk who will forward to Highways.  Cllr Moore offered to meet with a rep to discuss.

It was agreed to write to all the residents who’s hedging/trees need cutting.

Clerk to work through the rest, copying in Cllr Butroid on all Highways issues.

12.  Issues raised during lockdown-summary by clerk for info only

Noted by all, to be placed on website and noticeboards.

Re the issue of parking at Co-op, it was suggested to contact the Co-op and enquire if they would consider placing a no parking notice on the post outside.

13.  To agree prices for hedgecutting and when to cut-prices ex vat

         Playpark hedging £243

         Behind The Glebe, alongside Parish Drain £183.75

         School Lane corner around gas box £147

Prices agreed, to be cut at end of September,

14.   Risk assessment Speedwatch-circulated to agree

 Agreed to remove the socially distancing length and to leave with what is in force at the present   time.

15.  Planning Applications

 i)140620 The Old Brick Pits-1 holiday cabin, updated ecological appraisal-it was noted this had now been granted permission-see 18 (ii).

        ii)Land rear of 25 Saxilby Rd-vary condition 2- no comments

16.  Planning Permission

        i)140719 Bransby, erect aerial bunched conductor

        ii)140563 Rectory Farm, Partial extension

17.  Planning appeal-140778 Land NW Rectory Farm

18.  Any other planning issues

       i)141028 New Planning Application-Fleets Rd Plot 5, amendment to proposed dwelling

 Objections returned:  Out of character with area, land is higher than adjacent land combined with height of dwelling will overlook adjacent bungalows.  Tarmac will exacerbate runoff, no mention how services will be achieved, access could be turned round to come from field access on corner of Manor Farm Drive/Fleets Rd.

Cllr Butroid offered to speak to all parties re the provision of a footpath along the site.

       ii)140620 Planning Permission The Old Brick Pits-1 holiday cabin

19.  items to be noted and dealt with at next meeting

        i)Use of Community Infrastructure Levy-to be placed on August agenda

 ii)Letter received from resident advising issue with a light still being left on at Highway Depot-   Cllr Butroid dealing

 iii)Newsletter-100 copies printed at cost of 10p per sheet to be placed in local shops, The Plough and Old Schoolroom

 iv)Playpark-it was noted that the village hall playpark is not yet ready to be opened, the whole area needs a clean and the grass cutting.  Clerk to speak to grasscutter and handyman and to ask Gordon Bruce to conduct a new inspection before the area can be re-opened.  Once opened sign to be placed advising area will not be sanitised, to follow social distancing, avoid touching face and to wash hands on returning home.  The Glebe and Allen Close are able to be opened.

Clerk to check with 2 residents who open and close the gate, that they are still happy to do this.

 v)It was hoped that future meetings could be held in the village hall, but clerk advised that the current advice is that meetings should carry on remotely for the time being.

vi)Cllr Mrs Christie asked if the minutes could be circulated once drafted, so any agenda items could be advised to the clerk.   Clerk advised this would be done.

vII)Cllr Pickering advised that he had spoken to the resident re parking on The Glebe and the issues with the continually rutting of the grass. It appears that issue is with the amount of vehicles in the area and it was agreed to place this on agenda to look at possibly placing some hard standing down.

viii)Cllr Butroid was asked if he would be prepared to come back on the council.  Cllr Butroid advised he would and the item to be placed on next agenda.
