January 2020 minutes
Sturton by Stow Parish Council meeting was held in the Old Schoolroom on Wednesday 8 January 2020 at 7.30pm.with Councillor Taylor in the chair. Present were Councillors Mrs Banham, Mrs Christie, Mrs Gilbert, Mr Turney, Mr Timmins, Mr Pickering, Mr Hellen, 9 Local Government Electors and the clerk.
1. Recording of meeting
Council and public were asked if anyone was recording the meeting. No one advised they were so council did not record.
2. Apologies-
3. Declaration of Interests.
Cllr Mrs Gilbert and Cllr Taylor declared an interest in Item 10 and declared they would not vote.
4. Minutes of previous meeting and extraordinary meeting
Minutes of previous meeting- agreed by all those present at meeting.
Minutes of extraordinary meeting-Item 4 changed to read Marton Rd and green houses changed to eco houses. Agreed by those present at meeting, after these amendments.
5. Matters arising.

6. Meeting opened to the public.-7.53pm
Neighbourhood Plan update-Draft Vision and Objectives written up. Stand at “What’s Going on” Event on 19 January. Green Space Strategy document now being drafted.
Representative from the Horticultural Society enquired if their grant had been successful. Clerk apologised for not having formally advised and stated full grant had been given. Notification to be sent.
It was reported the sink hole still had not been repaired, clerk to contact Anglian Water as a matter of urgency.
Blocked drain reported top of Stow Rd at entrance to Capps Island, near dog bin. Clerk to report.
Meeting closed to public at 8.05pm.

Cllr Mrs Banham advised that the Village Hall frontage would be completed in February and that the xmas market and January markets had been very busy.
- Appointment of Youth Club representative
It was proposed to appoint Cllr Pickering. All agreed.
17. General Maintenance in the parish.
- Bransby sign, Cowdale Lane broken, reported already. Clerk to chase
- Give Way sign, same area already reported. Clerk to chase.
- Light out 12 Tillbridge Rd
- Allen Close playpark gate not closing. Clerk to contact company who had recently refitted this.
- Light between 9-11 Ashfield on during day.
- Flooding update on issues
. Cllr Butroid to be contacted for update on promises made at meeting with Mike Reed and Trevor Hines from Highways.
It was agreed to contact residents of Manor Farm Drive reminding them of their riparian duties and enclosing a copy of the guidance notes on the drainage board website.
No contact with manager of Acis re Queensway visit-clerk to chase.
19. Agreement of newsletter
Agreed after a few minor alterations.
20. Grasscutting-agreement of spec, 20/21 season
Deferred until next meeting.
21. Noticeboard quotes received
. Deferred until next meeting, clerk to collate quotes.
22. To discuss speeding in village
. The work done by the Community Speedwatch Group was acknowledged, but it was agreed that speeding is still an issue in the village. It was reported that Stow are looking at the issue too, especially the Stow-Sturton Rd. Clerk to contact their clerk
23. Planning Application
140375-Land off Queensway-14 semi detached dwellings. Council objection submitted main reasons:
Issues of flooding already in area, proposed drainage scheme not sufficient. Sewage system to capacity in area, narrowness of road and number of cars and possible asbestos in the garages due to be demolished.
