November Extraordinary Meeting Minutes 23

 

An Extraordinary Meeting of Sturton by Stow Parish Council was held on Friday 10th November 2023 in the Old Schoolroom.  Meeting started at 7.00pm.

 

Meeting chaired by Cllr Gilbert.  Present: Parish Clerk, Cllr Cook, Cllr Taylor, Cllr. C. Christie, Cllr. S. Christie and one member of the public.

               

Cllr Gilbert welcomed everybody to the Extraordinary November Meeting.

 

1. Recording of Meeting

It was noted no one was recording meeting.

2. Apologies

Apologies: Cllr Hawke and Cllr Hoyland

 

3. To receive declarations of interests in accordance with the Localism Act 2011. 

 

None

 

4. Meeting opened to the public 7.31pm and closed to the public.

 

5. Planning Application

Planning Application 147478- Willow Farm, Marton Road- Planning application for extension and alterations, with change of use of land to domestic curtilage.

                                                                                                                         

The plans submitted with this planning application were very unclear. Documentation and information were not submitted with the application. There was no map with North or an OS Map showing the location.  Councillors looked at satellite views to try and ascertain the exact location of the proposed dwelling.

 

It was noted that LCC and WLDC were consulting on the use of standardised documentation that should be attached to planning applications.

 

There was no documentation to suggest whether the previous application had been completed which could impact the new application.

 

It was queried whether class Q permitted development rights has been negated because the building may or may not been completed within the three-year time frame.  Council were unsure whether construction had even started.

 

Council discussed the application and evidenced against policies from the Neighbourhood Plan which has been ‘made’ since the previous planning application 139700.

 

Cllr S Christie and Cllr C Christie volunteered to visit the site to help with unanswered questions.

 

It was agreed and RESOLVED subject to the findings of Cllr S Christie and Cllr C Christie to OBJECT to and to comment with request that any decision for this application is delayed until more informative documentation can be submitted and consideration by parish council can be made.

 

Cllr C Christie did not object to the planning application.
