June 2025 Meeting Minutes

Sturton by Stow Parish Council met on Wednesday 4th June 2025 in the Old Schoolroom. The meeting starting at 7.30pm.

Cllr Cook welcomed everybody to the June Parish Council meeting

 

42. To receive and accept apologies where valid reasons for absence have been given to the Parish Clerk prior to the meeting.

It was noted that apologies had been received from Cllr Hawke, Cllr Holtby and Cllr. C. Christie. It was RESOLVED that apologies for absence were accepted and noted that Cllr Capuano was expected to join the meeting shortly.

 

43. To receive declarations of interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members’ Register of Interests.

None

 

44. To discuss updates from Anglian Water on Flooding issues and agree action.

A meeting with Stow PC has taken place. A flood report for the 6th January 2025 has been created by the Sturton by Stow Clerk and together the two councils will create a file to evidence flooding for both villages and areas in need of action. Since we have been trying to organise a multi-agency meeting the Parish Council have been aware that AW’s attendance at meetings has been inconsistent. The Chairman informed the Council that he had contacted Anglian Water and proposed a small fact-finding meeting. He had emphasised that it is understood not all of the flooding issues fall within Anglian Water’s remit. The hope is that this initial approach will encourage Anglian Water to engage before and when involving other agencies.

In regard to the most recent correspondence AW are still investigating the ditch/culvert on the Fleets Road to Ashfield footpath. The photos AW previously provided were taken in February, shows the outlet of the surface water culvert and that its capacity is reduced by 50-60% due to the receiving watercourse. Steps to mitigate further issues would be if the watercourse was dredged by the responsible partly, this would help increase flow and restore capacity to the culvert for when a wet weather event does occur. Currently no motions to increase the culvert size however AW will definitely look at removing any limitations once they have been able to conduct a CCTV survey.

Anglian Water have said that unfortunately, due to high workloads over the past 3 months, we haven’t been able to carry out the CCTV survey to investigate surface water infiltration. This will be scheduled to be done when they have the resources to do so. Another update is expected by 16th June 2025 to let us know if this work has been carried out.

Contact has been re-established with the Flood Forum for advice and a strategy on how to liase with multiple agencies ascertain a meeting.

45. To discuss updates from the police regarding ASB and agree action

Following on from Cllr Mullally’s meeting with the head of police, it became clear from the data that very few anti-social behaviour (ASB) incidents are being reported through the 101 system. While there has been a noticeable increase in reports of ASB on social media, these are not being formally logged via the appropriate channel. The head of police stressed that unless incidents are officially reported, they cannot be included in the data used to allocate police resources. Without these reports, our area may not receive the necessary support and enforcement. A police officer will join Facebook anonymously however it is still the resident’s responsibility to report via 101. One of the most recent incidents has been a slashed tyre.

The Clerk informed the council that the WLDC Housing and Environment Enforcement Officer is liaising with the police and dealing with an individual who is causing a number of ASB issues in the area and are serving them with a Community Protection Notice this week in order to try and curb some of their behaviours.

It was suggested by the council to include a notice in the newsletter to report any incidents to 101 either by phone or the website and obtain an incident number. Clerk to reiterate on social media and place a link to 101 via the website.

 

46. To discuss updates from the police regarding irresponsible parking around the puffin crossing and agree action.

It has been confirmed that double yellow lines would be no more enforceable without a traffic regulation order. The police officer providing the updates has confirmed with West Lindsey District Council and confirmed that the traffic regulations and enforcement are both the County Council’s responsibility.  The act that gives police powers to enforce crossing offences was replaced in 2016.  The Highway Code stipulates that you shouldn’t park within 10 meters of a junction, although this is advised and not on its own enforceable. Local officers have been briefed on the issues that are being raised in Sturton by Stow and advised to speak to drivers and address any parking issues they see when they are passing through the village if they aren’t otherwise committed. This has raised awareness and a response, but no one has committed offences yet.

The clerk was informed of ‘Op Snap’ a campaign where you can upload photographic evidence as well and also Dash Cam footage of dangerous/inconsiderate driving/parking, overtaking on solid white lines and similar offences. Speeding is not something they would consider unless evidenced with a calibrated speed gun. The video evidence is then watched by staff with years of experience to determine if the evidence threshold for an offence has been met and what suitable disposal options are available. The Teams decisions are final, and no outcomes will be shared with the witness reporting the incident. Although photographic/video evidence is more likely to lead to a warning letter or prosecution I wouldn’t want anybody getting into any confrontation situations to obtain this evidence. If a vehicle is clearly left in a dangerous position, then contact the police on 101 so that it can be assessed and a police response sent if required. Meanwhile the Officer is going to find out when the last speed survey was in the area, if there hasn’t been one for a while then one will take place. Depending on the results we may then have more opportunity to get the speed van. The Clerk has made the Community Speed watch Co-ordinatior aware of Op Snap and he will share the information with the CSW volunteers.

 

47.  Public Participation

At 7.42pm the meeting was opened and closed to the public as members of the public did not wish to speak.

 

48. To approve minutes of previous meeting in May 2025 and authorise the Chairman to sign

It was noted that on page 22, minute 39 items noted for the next meeting, 2nd and 4th line make reference of two £1000 transfers to be placed on next month’s agenda. It was agreed that the numerical value was incorrect and should be amended as follows.

‘Arrange for £10,000 S106 monies to be transferred to the savings account for safe keeping before being re-invested’

‘Arrange for £10,000 reserves to be transferred to the savings accounts to gain interest.’

It was agreed and RESOLVED to amend and approve the May 2025 minutes. The Chairman signed the minutes as a true record. It was noted that the Clerk had left the minute numbering to correspond with the agenda due to the recorded minute of agreement evidenced on the AGAR. The clerk shall begin using sequential minute numbering from the June Meeting minutes.

 

49. To receive the Clerks Report

The Clerk has chased up WLDC in response to querying a dispensation for Cllr Holtby when declaring an interest in salaries. The Monitoring Officer has stated that a dispensation is only allowed if council are unable to resolve due to not quorate. Other than this Cllr Holtby will need to leave the room while salaries are being discussed.

Letters of the outcomes of investigation has been sent to two Twitchell residents has been sent.

A quote for the maintenance of the Spencer Court bus shelter has not been received.

The contractor chosen for the play park maintenance is to devise a summary of works in the playpark to ensure all details are correct. However, the maintenance to the sweeping seesaw concrete base is scheduled for June as a priority.

Mr Timmins has kindly supplied planings for the Village Hall Playpark reported trip hazard and Cllr Taylor and Mr Hoyland have been to put them in place. It was requested that a letter of thanks to be sent to Mr Timmins.

Mr Timmins has also been to position the fourth sand bin on Capps Island, however a resident has requested that the bin be re-positioned; to be discussed on the agenda.

 

Unfortunately, there has been no contact from the previous contractor whom maintained the trees in the Village Hall Playpark in regards to the missing padlock. The clerk has left a message.

 

No update regarding the Additional Street Lighting on the extending 30mph limit on Stow Road.

No Update regarding standing water outside of Bradshaws.

Bolt Caps reported as missing on the monthly playpark inspection- replacements have been sent free of charge

 

Lincolnshire Resilience Forum training exercise to schedule an evening training session, we are still awaiting dates to be suggested and are assuming the VH Committee are still waiting to receive a form from the LRF regarding the Community Emergency Plan to confirm the Village Hall as a rest facility.

 

The fourth day of training for the CILCA commenced today the 4th June 10-1 via zoom.

 

National planning policy framework information has been circulated by Martin from attending the training.

 

Ther is still time to tell us your thoughts about the draft public rights of way improvement plan- The survey is closes 5pm on Monday 9 June 2025.
 

Pension re enrolment for staff for the 11th May deadline has been completed

Farm Woodland Payment Submitted

AGAR Submitted and uploaded on the website and displayed on the notice board.

Post office has a van to go mobile around the 12th June 25- Clerk will find out the final details and put a notice in the newsletter.

The Panel which was removed in the School Lane Bus Shelter has been repaired and the bus shelters have been cleaned and are now free of Graffiti.

The Litter Picker is going to approach the school for another litter picking session and help to retrieve litter from the inside.

 

Statement provided to resident of land ownership has been provided and received with thanks from 16 Upper Close. Thank you to Cllr Taylor for assisting.

 

The what3words Emergency sign for the VH playpark has arrived and positioned- Thank you to Cllr Holtby and the handyman for assisting.

 

Quickline have been canvasing in the village for full fibre broadband using existing ducting. No time frame yet.

 

The Clerk has researched into a quote for an additional Solar Speed Indicator for the newly extending 30mph limit on Tillbridge Road as requested by a resident- £3580 + VAT. A resident has also requested solar powered speed limit signs for opposite sides of the roads for vehicles leaving Tillbridge road and Marton Road as multiple vehicles are still speeding.

 

The Clerks husband will be editing the July- September newsletter. Reports to be included from the PC. Items to include ASB report to 101 reminders, Speeding- dash cam footage, Best Kept Gardens, notice to ask residents to check their hedges are clear of the footpath including height and width.

 

50. Correspondence received.

It was noted that all correspondence has been sent electronically. Clerk will send the monthly playpark sheet when received.

There is also a booklet of supplies that can be purchased in line with Martyn’s Law that has been passed. Clerk to find out if the legislation is applicable to The Old Schoolroom.

51. Planning Applications (Any applications up to the date of the meeting)

WL/2025/00455- 31 Tillbridge Road- Planning application for refurbishment and alteration to existing garage and outbuilding to form garage and annex.

It was discussed that the house and associated buildings have high potential to support roosting bats and nesting birds. It is a requirement that full protected species surveys are conducted prior to any work commencing or planning permission being granted. If surveys had previously been carried out for the previous planning application, they will now be out of date and will have to be repeated.

It was agreed and RESOLVED to submit a general observation that in principle there is no objection to the proposed works as long as a full up to date ecological survey protected species investigation takes place.

 

WL/2025/00100- Re-Consultation: The Willows 22B Saxilby Road- Amendments to proposed development, biodiversity net gain proposals and flood risk.

The council reviewed and discussed the most recent documentation. It was agreed and RESOLVED to maintain the Parish Councils previously stated concerns and continues to object to the development.

None, all outstanding planning applications are still pending.

 

53. Other planning matters

WL/2025/002200 Badgers rest – A resident raised a concern over land ownership and indicative boundary markers. The concern was sent to enforcement and the correspondence received was that the encroachment of land and/or any potential trespassing would be a civil matter between the owner of the field and any persons intending to extend or alter their boundaries. The presence of ropes and stakes is not sufficient to demonstrate a change of use of the land so there is no current breach to investigate for the enforcement team; however, details of the landowner should be available via the Land Registry for a small fee (usually £3) if the concerned resident would like to pursue with their query.

The council discussed that they have ceased with their enquires and informed the relevant parties who portray the issue is a civil matter and the query should now be left to the resident if they wish to pursue the investigation further. Clerk to inform resident.

 

54. To agree cost of fire inspection £32.86 including VAT

It was discussed the annual fire safety inspection had taken place. All fire extinguishers passed, and no further maintenance was required. It was agreed and RESOLVED to accept the invoice of £32.86 including VAT.

56. To approve the June 2025 accounts (circulated)

It was noted that the Drainage rates the clerk has paid the invoice via the charge card as per the regular payments agreement so that the payment was not delayed as the paperwork has been posted to the former clerk’s address. The clerk has updated the address with The Upper Witham Internal Drainage Board.

The new Emergency What3words sign has also been paid using the charge card as per former agreement with Cllr Holtby.

British Gas Lite could not alter the May 2024 opening read figure to the correct read of 1810, due to the difference between the reads being regarded as minimal. To enable them to close the complaint and record the opening read as 1820 they have removed the late payment charges and issued a £100 gesture of goodwill credit to cover the accrued costs. The Clerk has paid the final invoice of £67.74 and the first correct invoice of £14.18 via the charge card as to not incur further charges, prior to reactivating the direct debit this will show on next month’s statement

The Clerks’ back pay from scale point increase as been added onto the accounts. It was agreed and RESOLVED to accept the June 2025 accounts.

 

57. To agree the monthly reserves summary sheet (circulated)

It was agreed and RESOLVED to accept the monthly reserves summary sheet. The clerk will add on the new budget for next month.

 

58. To agree bank reconciliation

It was agreed and RESOLVED to accept hard copy bank reconciliation provided by Cllr S Christie and the electronic bank reconciliation produced by the Clerk on the account summary sheet.

 

At 8.30 Cllr Taylor requested to the Chairman that now the accounts have been approved it may be a good time to pause the meeting and introduce our new County Cllr. P. Wimhurst and hear an update from Cllr Mullally.

 

The Chairman agreed and welcomed and introduced the newly appointed County Councillor, Cllr Wimhurst, and thanked him for attending the meeting. The Chairman outlined several key issues the Parish Council is currently addressing, including flooding and the future plans of arranging a multi-agency meeting, but foremost a smaller fact finding meeting with AW, recent anti-social behaviour (ASB), and issues related to speeding and irresponsible parking within the village.
Cllr Wimhurst expressed his enthusiasm for becoming involved and supporting the village. He encouraged the Parish Council to contact him without hesitation should they require any assistance.

 

At 8.34pm Cllr Mullally informed the council of the outcomes of the meeting with the head of police. She shared that she had seen the statistics and it is clear that very few incidents are not being reported via 101. She stated that there is no longer a holding cell at Gainsborough Police Station. As a result, any arrested individual must now be transported to Nettleham, which places a strain on police resources, as multiple officers are required to assist with the transfer. She added that there are only 6 officers that serve the WL area.
She reported that a fire had been deliberately set in Normanby by Stow by a resident of Sturton by Stow the individual responsible has been identified and is currently being dealt with by the appropriate authorities. Cllr Mullally requested that the Parish Council places notices on social media, newsletter and website to urge residents to report ASB to the 101 service.

The Chairman thanked Cllr Mullally and Cllr Wimhurst for their input and reiterated that their support is always appreciated, the meeting resumed at 8.43pm

 

59. To discuss and agree to purchase replacement Hi-Visibility 30mph signs x4 from (LRSP) =£80 using (CIL Money) that have been damaged and install on Tillbridge Road as a visual aid for the extended 30mph.

It was discussed that a resident from Tillbridge Road had reported damaged and missing signs that has been positioned in the extended 30mph on Tillbridge Road. It is unsure to whether they have been damaged by ASB or vehicles. It was noted that the signs had originally been sourced by the former County Councillor. The Clerk asked Cllr Wimhurst whether he could explore the possibility of sourcing replacement signs before the Parish Council proceeds with purchasing new ones. It was agreed and RESOLVED to purchase replacement Hi-Visibility 30mph signs x4 from The Lincolnshire Road Safety Police using CIL money if Cllr Wimhurst was unable to source replacements.

 

60. To discuss and agree options for playpark inspections due September; Rospa- £252 + VAT or The Play inspection company at £305 + VAT

Options for the annual inspection was discussed. It was noted that the additional information of the life expectancy of the equipment which had formed part of last years annual inspection was really useful. It was agreed and RESOLVED for The Play Inspection Company to complete this year’s annual inspection of all three playparks for £305 plus VAT = £366.

 

61. To discuss and agree a 50-50 proposal for bus shelter maintenance of Spencer Court if required.

It was discussed that a formal quote had still not been received. Cllr S Christie informed the Council that the residents had moved a therefore a letter would no longer required. Following legal advice, it was the general consensus of the Councillors, that the Parish Councils’ liability of any maintenance to the original bus stop structure ceased when the original bus shelter was removed and bricked up.

 

62. To discuss VACANCIES LEFT UNFILLED AT THE ELECTION BY REASON OF INSUFFICENT NOMINATIONS- Two Vacancies available.

The clerk highlighted that upon following the process of former Cllr Hoyland’s resignation it became apparent that an individual that lives within 3 miles of the parish boundary would be eligible to be co-opted to the parish council, they do not have to reside in the parish as previously thought. A candidate chosen must be qualified in accordance with at least one of the following: -

  • Registered as a local government elector for the Parish on the current Electoral Register
  • Has during the whole of the previous 12 months occupied as tenant or owner of any land or other premises in the Parish.
  • His/her principal or only place of work in the previous 12 months has been in the Parish
  • Has resided either in the Parish or within 4.8 kilometres (3 miles) thereof during the previous 12 months.

It was agreed and RESOLVED to place a notice in the upcoming newsletter and to ensure the website is updated.

 

63. To discuss speed limit on Tillbridge Road and agree to make representation to Highways to reduce the speed limit from 60mph and implement a 40mph from the extended 30mph to Thorpe Lane.

It was discussed that the request of implementing a 40mph from the newly extended 30mph on Tillbridge Road to Thorpe Lane had been put forward by a resident. It was discussed that this would be beneficial to be positioned just past the junction of Thorpe Lane to Tillbridge Road

Countdown markers had also been discussed to help reduce the speed of motorists and countdown to both the 40mph if successful and the 30mph as visible markers for motorists and hopefully encourage them to slow down when entering the village.

It was agreed and RESOLVED to make representation to Highways with this request.

At 8.43pm Cllr Wimhurst suggested to ensure he is copied into the email so that he can support the Parish Councils representation.

 

64. To discuss and agree ink subscription increase to £13.49- 300 pages and up to 900 roll over pages.

It was discussed that the clerk has recently began exceeding the monthly printing allowance incurring additional charges. The Clerk requested upgrading to the higher tier printing plan as the monthly increase would be more financially beneficial than the additional charges when exceeding the plans page limits. Currently additional pages are £1.50 for 10 pages accumulating in higher charges compared to subscribing to the next printing plan option of £13.49. It was agreed and RESOLVED to upgrade to the next printing plan tier.

 

65. To discuss and agree repositioning the newly installed Sand Bin on Capps Island/Stow Road- Resident request.

It was discussed that upon positioning the sand bin the councillors, contractor and clerk were approached by a nearby resident. The resident informed us that he maintains the ditch, and that in his opinion the sand bin would pose a problem for him accessing and maintaining the ditch.

The clerk questioned where he thought would be a more acceptable place and he stated over by the bridge of the ditch just as the hedge turns a corner. I assured him that we would look at other options as we did not realise it would pose an issue. As our task was almost complete, it was agreed with our helpful contractor to take the query of the positing back to full Council to look at the possibility and agreement of changing the position. The contractor is familiar with the position agreed with the resident and is happy to re-position the sand box if required. Another area has also been suggested on the old Stow Road. Both suggestions where discussed, the sand bin was purchased after a residents' request to help allay flooding concerns in the vicinity of Capps Island and Stow Road. It was decided that the original suggestion for its position would be more visible and beneficial to serve the residents and hopefully utilised more.

It was agreed and RESOLVED that ditch maintenance is valued and beneficial to drainage in this part of the village and the Parish Council would not want to do anything that might adversely affect this maintenance. To re- position the sand bin over by the bridge of the ditch just as the hedge turns a corner inline with the bench where the resident had suggested. Clerk to inform the resident and liaise with the contractor for re-positioning. Cllr Taylor abstained from voting.

 

66.To discuss arrangements for Best Kept Garden Awards (Date and judge)

It was discussed that the BKG awards does not have the appeal that it once used to. It was agreed and RESOLVED to retire the competition for this year and revisit the decision to continue with the competition next year.

 

67. To discuss and agree to reactivate direct debit for British Gas Lite-Village Green-now the account issues have been resolved- Mandate to be signed

It was agreed and RESOLVED that now the dispute has been resolved to re-activate the direct debit with British Gas Lite.  Signatories to sign as required by the bank mandate.

 

68. To discuss and Review OSR Cleaning Risk Assessment

The OSR Cleaning Risk Assessment was reviewed. It was agreed to add ‘is’ and ‘while lone working’ to section 6. Safe Working Practice- 6.3 so that the sentence reads ‘The operative is instructed not to work at height while lone working’.

It was agreed and RESOLVED that the OSR Risk Assessment is have been reviewed with this amendment.

 

69. To discuss and review Disciplinary Policy

It was discussed that the policy reflects the NALC current guidelines and legislation and therefore it was agreed and RESOLVED that the Disciplinary Policy was reviewed without any amendments.

 

70. To discuss and review Grievance Policy

It was discussed that the policy reflects the NALC current guidelines and legislation and therefore it was It was agreed and RESOLVED that the Grievance Policy was reviewed without any amendments.

 

71. To discuss and agree movement of £10,000 S106 money back to the savings accounts as required ready for reinvestment in August

It was agreed and RESOLVED for the movement of £10,000 S106 money back to the savings account ready for reinvestment in August when the maturing bond matures.

 

72. To discuss and agree movement of £10,000 back to the savings account now that the precept has been received.

73. To discuss findings of the walkabout inspection and agree works needed

The clerk collated the walkabout inspection reports and has summarised the findings as follows;

Street Furniture

Redundant green boxes on Saxilby road- Saxilby Road outside number 7, 21 and adjacent bus shelter 63a and 75 and one outside of the Methodists Church on the High Street- Diamond Cable installed them. It was suggested that the clerk contact Virgin Media to remove then.

Capps Island plant box was in good condition.

It was noted that the Saxilby Road- Bus Shelters had both been cleaned by LCC last week.

Benches

VH Playpark- Top bench needs cleaning     

Seat at the bottom of Fleets Road/Thorpe Road needs cleaning/rub down and painting dark green          

The Jubilee Seat on Marton Rd would benefit to being relocating as it is constantly covered with bird faeces.

Bransby Crossroads bench needs strimming underneath

At the time of inspection it was noted that the bench at the Saxilby Road/Queensway junction looks to have had wood stripped off it, most likely an act of ASB and is now in need of repair.

Playparks

The Old Rectory Gardens mini roundabout (low rotator) is in need of the base painting and otherwise is fit for purpose. The clerk reminded the councillors that this piece of equipment is due to be removed. It was agreed to retract the removal of the low rotator odd the contractors job list and await the inspection in October as to the updated life expectancy of this piece of equipment.

The Glebe play park multi activity item needs the wood structure oiling to help preserve the wood and the cable ties moving to a vertical position.

Dog Bins/ Litter (waste)Bin

The dog bin on Capps Island had rust on the base and Martin commented it would probably need replacing in one to two years.

Road Surfaces

Manor Farm Drive- potholes

The drain on Capps Island was blocked on Stow road- Clerk to report on Fix my Street

Hedge/Trees

Multiple overgrown hedges and trees throughout the village impacting on parish council assets such as hedges around benches and also restricting space on the pavements. Pedestrians are having to walk single file due to lack of space of overgrown hedges. Overhanging trees on Marton Road are restricting the visibility of the speed indicator sign and hedges near junctions are obscuring the road for motorists.

Loose stones have been reported on the Village Green- Handyman to remove.  

It was suggested to place a notice in the newsletter to remind residents to maintain their hedges/trees and cut back to their boundaries.

Highway grass outside Queensway and Saxilby Road that is used for parking. An alternative method needs reviewing by Highways and Acis

75. General maintenance in the Parish

It has been reported at the last meeting that the gateway leading on to the public footpath from The Glebe had been damaged. It was discussed to install a new post to replace the fence. The Men Sheds have offered free labour to reconstruct the gateway if the parish council could supply the materials. It was discussed that CIL money could be used to purchase the new posts and post-Crete required. It was requested that the reconstruction takes place as a matter of emergency to saviour the existing useable posts before they are damaged further by ASB. At the Chairmans discretion the clerk will purchase resources required for maintenance made under delegated authority as permitted under Financial Regulation 5.18.

It was discussed that some ditches have been cleared however you cannot tell on the culverts.

At 9.44pm Cllr Wimhurst informed the Parish Council that the Flooding Committee no longer exists as it has now been merged with environmental.  

The Chairman thanked Cllr Wimhurst for the information and continued the meeting at 9.45pm
